What ChatGPT-User means
Unlike a crawler, ChatGPT-User fetches pages on demand for one person's request. OpenAI notes that because these visits are user-initiated, robots.txt rules may not apply to them. They are not used to decide what appears in ChatGPT search; that is OAI-SearchBot's job.
